These apps usually run through the account associated with your device. For Android devices, this means your Google account and for iPhones, your iCloud account. If the lost phone has an Android operating system, you can locate your device by connecting to your Google account or using its IMEI number:

Android device users can find their lost device by IMEI number. IMEI (International Mobile Equipment Identity) is a unique 15-digit code authorized by the GSMA, just like an identification document for your phone.

Every time a phone uses a certain network to make a call or send a message IMEI number is automatically sent and tracked. The police have databases with these identification numbers. How To Find Lost iPhone?
